Flashback Jun only. Meeting of storm dragons

Ryuji entered the Heaven Layer with Jun Uchiha, they were almost at the Raikage Offices to negotiate relations between Otogakure and Kumogakure. Ryuji saw two ANBU members in the area already, this was after all a highly secure area of Kumogakure. They noticed Ryuji and Jun, so Ryuji flicked his finger down, out of sight of Jun, then flicked it to the right, the ANBU knew it meant they needed to stay away, but keep their guard up. There was no sign of them being ANBU, no masks, no ANBU clothes, and the tattoos were covered up, but Jun was smart, he might know they are ANBU, or at least high ranked shinobi, as they were in the Heaven Layer, which was obviously one of the off limits areas.

Ryuji arrived at the office door, opening it he walks in, and closes the door behind Jun. Take a seat, Jun. Ryuji said to him, and took a seat behind the desk, filled with paperwork. You may start. Ryuji said to Jun, waiting for him to start off with the negotiating. Ryuji was still new at being Raikage, and did not really know how to start this off, but he knew what to say yes to and to say no to.

Jun Uchiha continued to follow the Raikage all the way up into the high peak area of Kumo, where there was the layer called Heaven. From here, the streets were very narrow, and above them, tall towering spires of buildings, just below the cloud level, and above that, surely, the ozone. Now, along their way, Jun noticed a few other people. They were dressed normally, but they had to be important, maybe even undercover ANBU, like Jun had been thinking earlier. He did not see the signal given by Ryuji Shinetsu though, but nonetheless, soon they were gone.

So as it passed, Ryuji and Jun made it to the Raikage Office, and they walked in, and the door would be closed behind them. As far as Jun knew, he had privacy with the Raikage, but that didn't mean someone wasn't listening or watching via a hidden reocrding device. Jun had even planted such a recording device a long time ago in the Hokage's Office. Whether it still worked he didn't know, but he knew it was quite easy to put small cameras or microphones in places, so the man would remain calm, and as inconspicuous as possible. He didn't want to be suspicious, and he had nothing to hold back and hide, since Jun's mission was not to lie to the Raikage. It was simply to propose what he had said he would propose, an alliance with Kumogakure.

Jun sat down carefully in the chair opposite the Raikage, trying his best to relax, he allowed himself to pres his back against the cushion and let out a sigh. Typical office room, with piles of paperwork. This is exactly why Shinji-Kun had a receptionist, to do all the papers for him, well, atleast the ones that didn't have to be only done by the Otokage himself. Jun was so glad he didn't have to be Kage. it was so much hassle. He liked the freedom of going wherever he wanted, whenever he wanted. No shackles, no bindings, nothing to hold him in one place. Man, was it good to be a highly respected Jounin. But anyway, back to the task at hand.

Jun would de-activate the Sharingan now also, resting his eyes. There was never any knowing of when he needed to use them in combat. Just hopefully it wouldn't be inside of this office chamber. Now, Jun would say, his dark colored eyes fixed on the man in front of him,

"So, as I said on the Earth Layer, I come to you in peace, seeking an alliance between Kumo and Oto. I know you are a new Kage, and I am sorry for the loss of the previous Raikage. I'm sure you need friends as well.

My village is at war with our enemy, Konohagakure. We have no allies in place, and we are in need of a powerful ally. We don't ask that you help us crush Konoha. That's only if you want. However, we would greatly like your help on our battlefield. In return, if your village is having conflict with another village, we are willing to lend you what troops we can spare. What say you on this?", Jun asked, seriously. This was the first of his series of questions, and one of great importance. Konoha was atleast 3 times bigger than his small village of runaways. Though the Uchiha and other gathered shinobi in Oto were skilled, Konoha had the numbers, and also had great skill on their side. Jun himself had already seen many of his people fall in battle against Konoha's shinobi. It would be terrible if their efforts to fight them would fail.

Ryuji thought for a second, Jun is right, Kumogakure does need an ally or two, especially at a time like this, when Ryuji is still suspicious of Iwagakure. He could afford to send out some shinobi to go fight in the war for Otogakure, though that would mean that Kumogakure could make an enemy of Konohagakure. Ryuji thought for a few more seconds, and got the idea that Otogakure could provide headbands for the Kumogakure troops, it would keep Konohagakure thinking that all the shinobi were from Otogakure, and a simple headband is not hard to provide.

I suppose we could provide you with some shinobi, Uchiha Jun. But, you have to provide each one a simple Otogakure headband, this is to prevent Konohagakure from knowing that my village is fighting against them, I can't afford to make an enemy out of a village like Konohagakure. You should understand that, you seem like a smart person. But first.. Ryuji paused for a bit, he needed to see what this Uchiha was capable of, and if sending shinobi away from the village to help the Uchiha shinobi's village was not just a suicide mission. If he was good enough in a fight against Ryuji, it could mean his village is not made of just random weaklings running around. Ryuji continued his previous sentence: You have to fight me first, I need to see what you are capable of, you came here to make an alliance with me, so surely you must have some skill.

Ryuji was waiting for Jun to reply, wondering if he would accept the challenge, he was not doing this just to test Jun, but because he wanted to fight an Uchiha really badly. He wouldn't kill him, that would just make more problems for Kumogakure if Otogakure ever found out he was killed here, or they would just simply become suspicious of his disappearance.

Jun would listen closely and intently to Ryuji. It sounded as if Ryuji might be a bit afraid to make Konohagakure their enemy. Then again, when you were a village just coming out of an old Kageship into a new one, making an enemy with a powerful village like Konoha was not smart, no, so indeed Jun did understand, and the boy nodded. The headbands would be provided if Ryuji would join his cause in the war, even if Jun rather preferred to avoid deception. Also, it wasn't every day you were challenged to fight by another Kage. Jun knew the risks involved here. The Shinetsu with their scorch release would be stronger than Jun's normal fire release, and Jun's wind release wouldn't help at all. He had knowledge of Raiton and Doton as well, but right now, he had limited amounts of chakra, and not much he could do with that either. Still, even with the odds against the young man in those aspects, he had wit, and he had the Sharingan. Jun didn't want to disappoint a possible new friend, so, he'd get up from the comfortable seat, nod, and smile at the leader of Kumogakure, saying in reply,

"I will accept your challenge Raikage-San. I hope I will not disappoint you too much.". The words, Ryuji might find, were pretty modest, coming from an Uchiha. However, Jun was one who put mind over brute strength. As long as he could keep cool, Jun would perform to his best ability.

"Do you have a good place we can do battle at, and not destroy your fine city?", came an question. Jun didn't want any harm to come to Kumogakure.

Ryuji stood up from his chair, Thank you, Jun. We can have our fight here on the Heaven Layer. I have my own training grounds on here, I shall take you there. Ryuji said to Jun. He walked over to the door and out of the office, on his way to the training grounds on the Heaven Layer.

Walking through the Heaven Layer to the training grounds, Ryuji spotted the two ANBU members, and made another flick of his index finger down, which meant they had no need to worry, they could go on with their business. They walked away to the entrance of the Heaven Layer, to keep guard from intruders.

Walking on some more, they had arrived at the Heaven Layer training grounds. It was a ring, 50 meters in radius, with clouds surrounding the area, though the ring was visible from one end to the opposite. The wind slowly blew the leafs on the trees in the ring, each about 10 meters apart from each other.

Here we are, Jun. The rules are simple, you start at point B, over there. Ryuji said to Jun, pointing to a circle in the arena. And I start at point A, over there. Ryuji said, pointing to another circle. The circles were 25 meters from each other. Ryuji started walking over to point A, where he stood with his right hand near his item pouch, ready to draw shuriken.

Jun listened as Ryuji told him that there was a special training grounds up here on the Heaven Layer. That was good, Jun thought. It would have been a bit bothersome if they'd had to travel far away just to do battle anyway, and it seemed Ryujin wasn't worried about mass destruction. That was also good, not that Jun planned to destroy anything. When Ryuji said that he would take Jun there, the younger man nodded, and he would follow the Raikage once more, out of the Raikage building, and to the area where the training grounds stood.

Once more, Jun got the slight notion of two other strangers in the area, seeing their forms vaguely from the corner of his left eye, but nonetheless it was clear they were human. Once again, they left quickly. Something was odd about that, Jun noted. He'd keep his tabs on that from here on out, however, if they were in fact guards of Ryujin or something, they need not worry, for Jun had no desire to actually harm the Raikage, not that he even thought he could.

It didn't take long for the two to come to a cloudy plateau where some trees stood, even way up this high. There was a large circle, about 50 meters in diameter, with two smaller circles inside of it, being 25 meters apart from eachother. From here, Ryuji instructed that Jun would start on the right or point B, whereas, Ryuji on the left or point A. Jun nodded again, and he'd walk into the circle, heading to his designated starting area. Jun activated the Sharingan then, but only the one in his left eye. it was a peculiar thing to note, this ability, but Jun could do this, while leaving the right eye in the onyx black color. His eye would then immediately begin analyzing the Shinetsu's chakra for any fluctuations or use of elements, etc. The movement Jun noticed from Ryujin, was that his hand was ready at his side, like he was ready to grab a throwing weapon. Jun didn't have any of these throwing weapons on him, but he did have his katana and wakizashi, in which Jun would draw his katana, Ame no Uzume, and he'd make a readied stance, to guard and maneuver. He was ready to fight.

Activated Sharingan

Ryuji stood ready in his circle, Jun had a weapon ready but Ryuji had no melee weapon on him like a katana, but Ryuji did have a sword stored in the training ground. Using his knowledge and skill over fuinjutsu, he removed his sword from the circle which he stood on, its name is Ka-Ryuu, a sword made comepletely of edotite, with skulls running through its center. The sword is big, its blade is 4 feet long, and its handle one foot long.

Ryuji held the sword in his left hand, with his right hand being near his item pouch, he quickly drew three shuriken, shooting Wind Style chakra through them, he threw them towards Jun, passing the trees by only a few inches, with the Wind Style chakra flowing through the shuriken they were faster than normal. He moved the sword to his right hand, with him being right handed it was better that he controlled it in that hand. Ryuji jumped back three meters, standing with his sword ready in one hand, with the left hand ready to make any signs needed.

It was a quick attack, but nothing the Uchiha couldn't be able to handle. With the distance between them it shouldn't be that hard to dodge, even with the added speed to the shuriken, Ryuji was testing to see how fast the Uchiha could react. Ryuji knew about the infamous ability of the sharingan to "copy" other techniques, so he was careful to use any techniques that needed to remain secret, though Ryuji could use any Scorch Release technique he needed, as only a Shinetsu could perform them, or someone who had gotten an implant.
